Twin Oaks Shopping Center — aka the former site of the temporary H-E-B on South Congress Avenue — will soon be redeveloped.

Located at the corner of East Oltorf Street and South Congress Avenue, the shopping center has been open since the 1950s but tenant rentership has been declining for years. Plans to redevelop the shopping center has been swirling since 2023.

According to UCharm + ESG Architecture & Design, Inc., the blueprint details breaking the site into several buildings, including:
  • 300,000 sqft of residential space
  • 550,000S sqft of office space
  • 25,000 sqft of retail space
